China No Criminal Record Certificate
Non-Chinese citizens who have lived in China may need a Chinese Police Certificate for immigration, job search, adoption, or school enrollment. Most Chinese Police Certificates are used for popular immigration destinations such as the United States, Canada, Australia, and New Zealand.
There is no central agency in China responsible for issuing Police Certificates to foreigners. Instead, local authorities in each city are responsible for issuing Police Certificates. If you are not a Chinese citizen, each certificate only covers the time you lived in that city. If you have lived in multiple cities, you may need a separate certificate for each city.

List of required materials for China’s criminal record certificate agency service project:
- Passport copy + all Chinese visa copies 1:1 scan
- 1:1 scanned copies of the first entry stamp and the last exit stamp on your passport

Special note: If the applicant is still in China, the power of attorney in the third item does not need to be authenticated, but the original passport and a copy of the temporary accommodation registration form are required.
Chinese Education Certificate CSSD Verification
The China Student Services and Development Center (CSSD) is an agency under the Chinese Ministry of Education that is responsible for issuing verification reports for degree certificates, graduation certificates, and transcripts issued by all universities in China. CSSD receives verification applications through its China Higher Education Student Information Network (CHSI).
CSSD verification reports can be used for higher education, employment, and immigration in and outside China. To use your Chinese academic credentials in other countries, you may need to have them evaluated by a credential evaluation service, such as World Education Services (WES) in North America. The evaluation will confirm how your Chinese academic credentials compare to academic credentials from other countries. Many evaluation agencies require a CSSD verification report when evaluating Chinese academic credentials.
Documents required for CSSD verification of Chinese academic credentials:
To apply for a CSSD verification report, you will need to prepare some or all of the following documents, depending on the academic document you need verified. Please use a photocopier rather than a mobile scanning app to make digital copies of your documents. In our experience, good scans make the process smoother.
- Passport (If you have renewed your passport since completing your studies, you will need to provide both the old and new passports. Only one passport information per person may be submitted to CSSD. For students using multiple passports, it is important to determine which passport is relevant.)
- Degree certificate in both Chinese and English (some universities do not issue English degree certificates. If you only provide the Chinese version, that is fine)
- Graduation certificate in both English and Chinese (like degree certificates, some graduation certificates are only issued in Chinese. In this case, please provide the Chinese version only)
- Chinese and English versions of your transcripts (your transcripts must be “recent.” There is no clear definition of how recent is considered recent. If your transcript was issued more than a decade ago, CSSD may not accept it for transcript verification)
